Dispersion is the effect where blue light is refracted more than red light as it passes from air into the gemstone. This is analogous to the common prism effect.
Light refracts when it passes into any solid, even glass. If the entrance and exit surfaces are parallel, dispersed light recombines to produce white light.
Fire is a consequence of placement of facets on the gem and the dispersion of the gem.
